Each publisher threatened to sue the other, until DC editor Whitney Ellsworth (who had previously worked for the pulp magazine company) smoothed things over. There may have been some sort of agreement that DC would not try to publish a Batman pulp magazine, and Thrilling/Better would not publish a Black Bat comic book. It does not seem like there would have been enough time for one publisher to steal the others' idea and get a magazine into print so soon, so it appears to be a stranger-than-fiction coincidence.
